February 21, 2003
From: Brian Hepburn, Interim Executive Director, MHA
To: All Psychiatric Rehabilitation Program (PRP) Directors:
This communication is to provide clarity regarding the issue of summer camp. After considerable discussion with local Core Service Agency (CSA) directors, and in conjunction with a review of current Public Mental Health System's (PMHS) policy and guidelines, it is evident that summer camp is not a reimbursable service within the PMHS.

However, this is to be distinguished from psychiatric rehabilitation services that are medically necessary and occur over the summer months. For example, children and adolescents who have been receiving PRP services during the school year may continue to need support during the summer. For children needing these services during the summer months, MAPS-MD should be contacted for a medical necessity review.

PRP services during the summer months, must meet Medical Necessity Criteria, and must be preauthorized in the same way as PRP services are authorized throughout the year in order to be reimbursed.

Please contact your local CSA director if you have questions regarding this policy.

Valid/Invalid ICD-9 Diagnosis Codes:

Effective April 1,2002, MAPS-MD will no longer accept codes deemed invalid by Maryland Medicaid. A listing of valid diagnosis codes accepted by the PMHS is available on the MAPS-MD website. We apologize for any inconvenience caused by this late notification.

Discussions between the Mental Hygiene Administration, the Community Behavioral Health Association, and MAPS-MD were held on February 6, 2002.

Revised Authorization Plan Cover Page

Please make sure that if a provider changes locations, phone numbers, or fax numbers, that MAPS-MD is notified in writing of the change. This will help MAPS-MD refer consumers appropriately and will allow MAPS-MD to correspond with providers in a timely manner. If MAPS-MD is not notified of these demographic changes, authorization letters or payment may be delayed.

Providers should use the Provider Action Request (PAR) Form for updates.

Also, provider changes must be reported to the Maryland Medicaid Provider Master file at 1-410-767-5340. Failure to report changes to both Maryland Medicaid and MAPS-MD may result in non-payment of claims.

License updates must be handled through the Maryland Medicaid Provider Master File. All providers must ensure that Maryland Medicaid has an up-to-date license to avoid payment issues.
